Negative Feats will be something like this
Two Skill Effects: Arcana, Perception, Nature Etc.
Two: Physical Issue, -1 Speed, -5Hp, Don't Start with an action point. Etc
One: Fear

Example: a Heavy set tank might have these negative feats.
Big Guy: -2 Acrobatics
Bad Jumper: -5 to Athletics Checks to Jumps
Dwarfish Structure: -1 Speed
Allergic Seafood: When you consume Seafood your Max Hp is cut to one half your current Hp, and does not heal until you have an extended rest. You are Weakened until such a point.
Afraid of Fire: When you Stand in or next to fire you are forced to run away, or become immobilized by fear, possibly restrained.

As you can see some effect your ability to do things, a Larger person wouldn't be as Acrobatic, and might move slower all in all. so -1 Speed and Acrobatics are shown. They might not be able to jump as well so he takes a -5 to jumping, since it is under the condition of jumping the negative is higher than normal.
The other two are more focused on the character, maybe he had a problem with fire as a child that scarred him for life, making him afraid of fire, water, insects, spiders, maybe he's even afraid of bread. Its some form of a Fear is in their, and some form of a physical issue like an allergy, or something like blindness.

Positive Attributes might be:
Strong: +1 To Strength Checks, but not attacks or damage checks.
Heavy Thrower: +1 to attacks with Heavy Thrown Weapons
Big Wield: Can Carry and Wear Weapons and armor of one size larger without refit.
Determined: +2 Endurance
The Big Guy: +5 Intimidate in any form other than forcing the price down on an item.

Usually Positive Attributes are Actual Heroic Tier Feats, or Customized Feats Depending on how negative the above feats were.
Usually 1-3 Weapon Proficiency Feats will be given if you don't already have proficiency with that weapon. And a few extra feats for proficiency with weapons if your character might have proficiency with it. For instance if you're an orc mage (for whatever reason) you might gain Prof in Axes, and Tomahawk because orcs usually train that way when they were kids.
+3 Skill training feats might apply, to allow for someone to gain supreme ability in one way.
And +1 to attack or damage rolls under certain circumstances as well.
For instance +1 to ranged attack rolls or +1 to ranged damage attack rolls.
Or a +5 damage for every second attack that hits consecutively.
Or every 10 basic attacks [at-wills] is an automatic critical.
Something weird like that.
These are determined by what your character is and are likely to change more than the original group of negative effects. But this is a general outline. Actual Heroic Tier feats can be substituted in, Like
