Starting a new character will be done just like old characters.
You make your character the same way it is shown in the PHB on page 15, and you can use This: www.wizards.com/dndinsider/compendium/database.aspx site to aid you in this creation.

Step 0 : Think of a character, if you're not inspired by anything move on to step 1.
Try to think what type of guy/gal you want to play. The Quiet badass, or the Idiot Comic Relief think up what type of person you want to play, or what type of person best suits you.
Try Drawing a really basic picture of what you want to look like to inspire yourself and get an idea. Bio and background will be important.
If you don't want do give a full background on your character i will do it for you. Even if you have one and i read it over i'll be reviewing it and adding things that can be used to give purposes to do something, or advance the plot.

Step 1: Choose a Race
Before you even pick a race think "what type of character do i want to be?" think it over if you want to be an orc with a robotic arm is that considered orc? or warfordged? this can actually be considered a custom race and will have a combination of both's abilities. but will be evened out so that the race isn't rigged.

Or you can choose to create your own, customizing a race is fine, as long as you follow the general outline and the DM is able to tweak and improve it to be evened out.
For instance this site; www.dandwiki.com/wiki/4e_Races has a whole lot of races that people have thought up, some may be incomplete or overpowered and will need to be examined and approved before hand, but its a start.
If you want to be the son of a devil, and a human with half robotic components, than thats fine, but we'll need to look over what type of creature you want to be and then the DM will aid you in this creation.

Part 2: Class Selection
Before you select a class choose what type of character you want to play. Do you wish to be a person gifted with the power to wield lightning? Someone who lurks within the shadows coming out quickly to take life away from enemies.
Think it over theirs a class for you, but first think what you want to be, more than what battle character you want to try. don't say 'i want to be a healer' say 'i want to lead troops into battle' or 'i want to make sure no one dies'
Once again a full list of classes can be found on the Compendium [ www.wizards.com/dndinsider/compendium/database.aspx ]
You can hybrid two classes together, or play one class completely on your own.

I'm skipping ahead to part nine before we move on to part three because i want you to ensure that you have some backstory on your character.

Step 3: Ability Scores
Now that you've determined your class, and race, and what type of person you are as a character you can go into the stats of your character.
Their are three ways to select ability scores:
First: Assign these numbers to your scores as you see fit
16,14,13,12,11,10
Pro: You'll be able to get a good all round hero, but won't shine out in any special area in any special way.
Second: Roll 4d6 keep the three highest numbers. Do this 6 times and assign those to your scores as you see fit. (can be adjusted if too high or too low)
Third: Begin with 8,10,10,10,10,10 and have 22 points to spend.

Pro: Can be amassing in one area but suck in the rest.

choose what you're trained in, this should be easy since you know your character by this point.

Figure out what feat(s) you want To Start with. At level 1 you know 1 feat. (2 if human)
5 Feats will be given to you that help accentuate your character's qualities. And 5 Feats will be given to you that flaunt you're character's short comings.

Step 6: Choose Powers [Simple Enough]
Select your Powers that your character has. At level 1 you know 2 at will, 1 encounter, and 1 daily.

Step 8: Calculate Information [Skip Step 7]
Now that you have all your info, calculate what goes where, your HP, AC, and other things of this nature.

Step 9: Flesh out the character even more.
Now that you have your character completely made retool a few things about its backstory, add a detail or two more.

Step 7 is unique to D&D 4th E. starting with 100gp is way to easy, since you can get plate armor right away. in 3.5 and prior versions Armor was something you found and were like oh snap really? So we're going to bring that back to some extent.
The area you filled out as 'clothing' will basically be your attire once it is looked at properly.
After this is done feats will be given. and everything will be re-calculated.
